Freelancer, agency or product studio: what does each really cost?

In Malaysia, a published rate card puts local freelance developers at RM 25 to RM 85 an hour, agencies typically quote RM 30,000 to RM 100,000 for a web app, and a senior hire costs RM 9,000 to RM 15,000 a month. Pali, a product studio, publishes fixed prices instead: a web app MVP from RM 4,500.

Why is the cheapest hourly rate rarely the cheapest project?
An hourly rate tells you the price of an hour, not the number of hours. On a first product the hours are the unknown: unclear scope, rework and integrations that take longer than planned all land on your bill. A fixed price turns that unknown into the builder’s problem, which is why it is worth paying a little more per hour for one.
Pali also sells hours, at RM 45 an hour with a 4-hour minimum, for small fixes and changes where an hourly rate is the honest model.
When is a freelancer the better choice?
- The task is small and easy to check: a landing page, a bug fix, one integration.
- You, or someone you trust, can judge the code and keep the overall plan.
- Budget matters more than speed, and you can manage the work week to week.
When is an agency the better choice?
- The product is fully specified and the deadline needs several people working in parallel.
- You want account management, meetings and reporting as part of the service.
- Someone on your side can review the work and push back on scope growth.
When does a product studio fit?
- You need a first version of a product, designed and built, with one person accountable for the result.
- You want a fixed price and a working demo every week instead of a timesheet.
- After launch you want the same team to keep it running, on Maintain at RM 450 or Develop at RM 900 a month.

What does a full-time hire really cost?
A senior developer in Malaysia earns about RM 9,000 to RM 15,000 a month. The employer adds 12% EPF on top, then SOCSO and EIS contributions, a laptop, software and the months it takes to recruit. A hire makes sense once there is steady full-time work and someone senior to lead it. Before then, a fractional CTO or a fixed project usually costs less.
How do I compare quotes fairly?
- Write one scope document and send the same one to everyone.
- Ask each vendor what is included: design, testing, deployment, the warranty, and who owns the code.
- Compare total cost to a working launch, not the hourly rate.
- Check how changes are priced after the quote is signed.
- Ask for a live product they built and speak to its owner.
