Website, web app or mobile app: which does my business need?

Most Malaysian SMEs need a website first to be found, a web app when staff or customers must log in and do work, and a mobile app only when people use it daily or need phone features. Pali's prices start at RM 1,800 for a website, RM 4,500 for a web app and RM 4,500 for a mobile app.

What is the difference between a website, a web app and a mobile app?
A website tells people who you are and gets you found. A web app is software people log in to and do work in, through a browser. A mobile app is installed from the App Store or Google Play and lives on the phone.

When is a website enough?
- Customers find you through Google, Google Maps or AI answers, then call, WhatsApp or visit.
- What you sell fits on a page: services, a menu, a price list, a booking link.
- Nobody needs to log in to get value.

When do I need a web app?
- Staff repeat the same task every day in spreadsheets or WhatsApp: bookings, job sheets, stock, claims.
- Customers need their own login to see orders, invoices or progress.
- You need integrations such as LHDN e-invoice (RM 750), payments (RM 450) or WhatsApp messages (RM 300).
- Several people need different permissions. Two or three roles add 20%.
A web app runs on any phone or laptop from one codebase, which keeps the first version simpler and cheaper than two native apps.
When is a mobile app worth it?
- Customers open it every day or every week, for loyalty, reorders or bookings.
- It needs phone features a browser cannot reach well, such as background location or deep camera use.
- Being listed in the App Store and Google Play matters to your customers.
Phones are already in almost every Malaysian home: DOSM’s ICT Use and Access by Individuals and Households Survey Report 2025 puts smartphone access at 98.2% of households and Internet use at 98.3% of individuals. That reach is why a mobile-friendly web app often serves phone users without an install. A native iOS or Android build adds 30% to an app’s price, and each extra platform adds 15%.
What about a PWA, the option in between?
A progressive web app (PWA) is a web app that installs to the home screen, works offline and can send notifications, without an app store. It adds 10% to a web app. StudyBuddy, a tuition-centre platform Pali designed and built, launched as a PWA and moved more than 1,600 accounts onto it.
How do I decide which one to build first?
- Write down the one job the product must do in its first three months.
- If that job is “be found and get enquiries”, build a website.
- If it is “get repeated work done with a login”, build a web app, installable as a PWA.
- If it is “be on the customer’s phone every day”, plan a mobile app, often after a web app proves the flow.
